[edit] Diplomatic Services
The United Federation of Planets and Starfleet both hold one ideal dear: that peaceful co-existence among species is vital to the security, safety, and survival of the two organizations. Diplomacy is the best way to ensure this peaceful coexistence does indeed happen. As such, Diplomatic Affairs between the Federation and other cultures must be carefully monitored and closely regulated. The Ministry of Foreign Affairs is responsible for all diplomatic relations between members of the United Federation of Planets and foreign governments such as the Romulan Star Empire, Cardassian Union and Tholian Assembly. All political and diplomatic relations are under supervision of the Minister of Foreign Affairs and his staff. They appoint the head of mission to a foreign government or to a certain diplomatic mission. The head of mission is always an Ambassador or a Chargé d'Affairs. They are in charge to represent the United Federation of Planets.
An Ambassador is the official diplomatic representative of one government or political entity to another, or to an organization of political entities. Ambassadors also function as the heads of embassies and are formally appointed by either the Federation Council President, or the Federation Council. Customarily in the United Federation of Planets, ambassadors represent the Federation to nonmember worlds, and sometimes member worlds have ambassadors to represent their worlds to the Federation itself.
The Minister of Foreign Affairs relies heavily on Starfleet for the execution of their duties. In Starfleet, the Department of Diplomatic Affairs is charged with all diplomatic affairs. This varies from providing staff for diplomatic missions to information and details of the current Federation affairs and policy to member states and Starfleet personnel.
[edit] Department of Diplomatic Affairs
While Ambassadors do not fall under Starfleet jurisdiction, they report directly to the Minister of Foreign Affairs, all other diplomatic personnel do. The Department of Diplomatic Affairs is a small and rather odd branch in Starfleet since most personnel in the diplomatic branch are not military. Usually the civilian personnel are appointed to embassies and consulates while their military counterparts serve on starships and starbases.
All Starfleet Officers are required to familiarize themselves with the information contained within the following pages. Failure to follow proper diplomatic protocol could result in demotion or removal from Starfleet.
The Department of Diplomatic Affairs offers services to Starfleet and Federation personnel in addition to its other tasks. Because various questions arise within the corps that cannot be addressed within this Database, the Department is always accepting inquiries as to how to handle various situations, how to be a diplomat, how to deal with governments, etc.

Being an officer for the Diplomatic Corps is not an easy task. It is, in fact, one of the most challenging positions a Starfleet Officer can accept. Your job as an officer within the Diplomatic Corps is to represent the Federation to new cultures, determine how to best handle sensitive and potentially dangerous diplomatic situations, handle First Contact scenarios, and assist your Commanding Officer with Government, Legal, and Internal Affairs.
